Your collective agreement is the basis of your employee-employer relationship with the school board. It defines:
- your rights
- the union’s rights
- the board’s rights
- basic procedures for the sides to follow regarding issues such as assignments, filing a grievance, harassment, salary scales, seniority, rates of pay, your personnel file, evaluation procedures, supervision, and preparation time.
At times an administrator (AO) may ask a teacher on call to cover another class instead of having the prep time to which the person they are teaching for was entitled. This may be grievable under your local collective agreement. You should inform the VSTA office that such a request has been made. If you have concerns or questions about requests that an AO makes, you should check with the VSTA office.
Restored VTF/VSB Collective Agreement Provisions – 2016 November 10 with struck language
When the SCC decision came down in November, Letter of Understanding (LOU) #17 was triggered which meant that the parties had to sit down and negotiate the restoration of our language. Part of what was agreed to was that some of our local language was, in fact, NOT restored. The booklets which have been distributed to Vancouver teachers has all of our previous language, but LOU 17 Memorandum of Agreement (MOA) – Schedule A shows us the language which was not restored to the Collective Agreement.

In addition to Schedule A BCTF and BCPSEA created a new document – the Memorandum of Agreement (MOA) – which gives us further direction as to how our restored Collective Agreement will be operationalized. This MOA has been distributed to Vancouver teachers in paper form – you will find it electronically here.

BCPSEA LOU 17 Memorandum of Agreement Implementation Guide
School Boards have also received a document from BCPSEA which provides us with their interpretation of how to implement our language. This implementation guide gives teachers valuable insight into the employer’s understanding of the restored language and MOA. It also includes updated Special Education designations, how to calculate remedy, historical context and more.
